Job Purpose

The purpose of the Tactical Buyer with Compliance role is to execute the tactical buying process; to plan and execute end-to-end Procurement related controls to ensure compliance with Novartis control framework and country law and support users with compliance with the processes. This all for / in support of assigned countries/categories according to the globally defined processes.

Key Responsibilities

Tactical Sourcing & Contracting

  • Review/Validate Sourcing Requests in accordance with defined rules, direct users on correct buying channels
  • Identify sources of supply from preferred supplier lists, search for the new suppliers if needed
  • Coordinate & monitor RFx processes (where required)
  • Prepare and provide summary of RFx outcome and recommendation to award
  • Document and communicate final award decision
  • Negotiate and Agree contact conditions
  • Support users with documentation required to submit purchase requests Compliance controls
  • Prepare the controls per given timelines and parameters – extract data from the system, execute reports, cooperate with local process owners and other stakeholders

Supplier Qualification

  • Process on-boarding workflows for new supplier qualifications
  • Coordinate Anti-Bribery reviews on suppliers
  • Process questionnaires for confirmed cases and interact with supplier in case of problems or questions
  • Check whether the questionnaire was fully completed and whether the required additional documents have been submitted by the Third Party
  • Verify the input in the questionnaire against the submitted additional documents
  • Analyze and review questionnaire and additional documents, in particular for red flags

Conduct back-ground research for ownership and legal history of third party

  • Record and maintain documents collected (e.g. questionnaire, reports, evidence of any additional inquiry, internet search, OS, financial due diligence, etc.)
  • Complete Due Diligence Checklist and the Due Diligence Executive Summary
  • Update and maintain local supplier registers for country divisions
  • Follow-up on deviations and document final outcome
  • Report periodically on process performance partnering with in country stakeholders
  • Participate in Compliance review Trainings in collaboration with the Countries
  • Participate in country conference calls and risk reviews where required

Minimum Requirements

The ideal candidate will have:

  • University Degree or several years of practice.
  • Fluent English
  • Additional European language(s) required depending on scope of countries
  • 2-7 years’ experience of working in a global environment in a similar position
  • Experience with Sourcing and contracting
  • Experience in supporting customers directly
  • Experience with data analytics
  • Experience with compliance/audit area or anti-bribery legislation big advantage
  • Excellent demonstrated communication skills
  • Organized, independent, result oriented
  • Experience in SAP SRM and other enterprise applications advantage
